Every year without adaptation, territories pay in houses, harvests, health and lives. The question is no longer whether the cost will come. It is who absorbs it, and whether anything was built before it arrived.
Floods, drought, fire and wind are not separate emergencies. They hit the same territories, expose the same gaps in infrastructure and are answered, almost always, after the damage is done.
